It doesn't want other competing ads network to appear on your site. They have banned a lot of sites already (even those with high PR) and people everywhere complain about this injustice. If you're to ask me, PPP is a lot better because the payouts are higher and you control your workflow, time and job orders. But using Pay-per-click like adsense, you just can't do that. Just work hard on PPP and you'll earn more money than when you serve adsense. Testimonies of top PPP bloggers justifies my statement. Daming pinoys na kumikita sa PPP (ranging from 1K-3K US dollars).
